You dont need to remove the engine to replace the clutch cable. But there are quite a few other issues that can occur to do with clutch operation. Maybe they can expand on what was exactly wrong with the cable. I have had the cable conduit perish, the clutch fork break and even the clutch pressure plate spring break. These cars are old and one thing does lead to another some times but how does you reduction box all of a sudden become loose, you might think they would of spotted this when they adjusted the cable the first time. Are you being ripped off? Probably not but you do need some understanding of cars or taking someones word as gospel is all you can do. Maybe try another VW guy next time. As a clutch wears the pedal gets higher so you slacken the cable to keep some free play, so if the pedal all of a sudden gets lower then you would think the cable is streching/ freying and about to snap as in your case.
